религиозные люди,
исповедующие Отца небесного Господа нашего Иисуса Христа
через Дух
Святой — молокане, с большой радостью встретили сообщение
о том, что
Президент Российской Федерации подписал Указ о
предоставлении земельных
участков всем религиозным общинам и конфессиям
безвозмездно и на
бессрочное пользование. "Наконец российское правительство
вернет
верующим долги…" — так было сказано Вами, Владимир
Владимирович. |
We are religious people.
We are Molokans who believe through
the Holy Spirit that the Father of the heavenly Lord is
Jesus Christ. With the great pleasure we embraced the news that the President of the Russian Federation signed a Decree to grant land to all religious communities and faiths for free and without time limitations. "Finally the Russian government will pay its debts to the believers …", as you said, Vladimir Vladimirovich [Putin]. |

Общины Духовных
Христиан-молокан, были весьма рады этому Указу и сообщению
Президента.
"Слава Богу, наконец-то вопрос выделения земельного
участка под
строительство Молитвенного дома для Общины будет решен", -
подумали мы. |
We the members of the
Community
of
Spiritual Christian Molokans were rather glad to hear this
Decree and
the
message of the President. "Thank God, finally the problem
of finding
land
on which to build a church (prayer house) for our
Community will be
solved", we thought. |

надежды
нашей общины не
оправдались. Указ Президента РФ не ускорил решение вопроса
выделения
участка общине духовных христиан-молокан города Москвы —
высшие
чиновники, руководители такого ранга, как мэр г. Москвы
Ю.М. Лужков и
Префект ЮАО г. Москвы П.П. Бирюков издевательски
уничтожили надежду
нашей Общины ДХМ, во всяком случае, пытаются уничтожить.
И, как ни
странно, именно они вселяли в нас эту надежду, а теперь
хотят разрушить
то, что сами и строили. |
But the hopes of our
community
were
not fulfilled. The Decree of the President of the RF did
not speed up
the process of getting land for the Community of Spiritual
Christian
Molokans of Moscow. Instead, the high-ranking officials,
like the Mayor
of Moscow Luzhkov and the South District Administrator
Biriukov, have
floutingly destroyed the hopes of our Community of SCM.
And, strangely
enough, they first raised our hopes,
and now they want to destroy what they built up. |

христиане-молокане
–
это русские люди из центральных губерний России, которые,
изучая
Священное Писание, пришли к выводу, что между Богом и
человеком единым
Посредником является Иисус Христос. И обращаться к Богу
надо только
через Дух Святой, "Ибо Бог есть Дух…" Никакие предметы не
являются
изображением Бога, им не следует поклоняться, ибо в них
нет Духа. Вера,
упование молокан: "Тебе единому поклоняемся – Отцу, Сыну и
Духу
Святому". За это Екатерина II и Павел I нещадно изгоняли
наших предков,
выселяли их за пределы России. |
Spiritual Christian
Molokans
are Russian people from the central provinces of Russia
who studied
the Scriptures and came to the conclusion that the only
Intermediary
between God and man is Jesus Christ. And one must address
God only
through the Holy Spirit, "God is Spirit …" No object is
the image of
the God, and one should not worship objects for
in them there is no Spirit. The Molokan belief and faith
is: "We only
worship the Father, the Son and the Holy Spirit". For that
Ekaterina II
and Paul I mercilessly banished our ancestors and moved
them to the
boundaries of
Russia. |

распада СССР мы, потомки
наших предков-молокан, изгнанных из России, стали
беженцами из
Азербайджана, Грузии, Армении и других бывших союзных
республик и
вернулись на исконную нашу Родину. Но не приняла с
широкими объятиями
нас наша Родина и столица ее Москва. |
After the disintegration of
the
USSR,
we, the descendants of our Molokan ancestors who were
banished from
Russia, became
refugees from Azerbaijan, Georgia, Armenia and other
Former Soviet
Union
republics. We returned to our Mother Russia, but our
Mother Russia and
its capital Moscow has not accepted us with wide embraces. |

община
духовных
христиан-молокан зарегистрирована в Москве в 1990 году.
Прошла
перерегистрацию и с 1997 года начала хлопотать, просить
местные власти
о выделении земельного участка в размере 0,06 га под
строительство
Молитвенного дома. Было Распоряжение Мэра Москвы Ю.М.
Лужкова от 9 июня
1999 года за №584-РМ "… по предоставлению земельных
участков под
строительство культовых зданий и сооружений", тем самым "…
исключив
случаи принятия Решений без согласования в Комитете по
связям с
религиозными организациями". |
The Moscow Community of
Spiritual Christian Molokans was registered in Moscow in
1990, and
re-registered in 1997. At that time we began to ask local
authorities about allocating 0.06
hectares [6,458.3 ft2, 0.15 acre] of
land to build a
church (prayer house). There was an Order
(No. 584-RM) from the Mayor of Moscow Luzhkov on June, 9,
1999 "… about
granting the land to build religious buildings and
structures", thus "…
excluding cases where decisions can be made without
coordination with
the Committee
on Communications with Religious Organizations". [Meaning that only this
religious
committee can give land to churches, NOT any
bribed official.] |

1999 года наша община
обратилась в Комитет связи по связям с религиозными
организациями.
Лично председатель Комитета Меркулов Н.В. поддержал нашу
просьбу и
обратился к Правительству Москвы. Было Поручение
Правительства Москвы
№4-1914438/0 от 25.10.2000 г. Было согласовано с
Префектурой ЮАО,
выделялись два участка: по ул. Каспийской 28 и Бакинской
31. Но
районная управа, якобы собрав подписи жителей –
волеизъявление жителей
– дважды принимает решение отказать в просьбе Общине ДХМ в
строительстве Молитвенного дома, несмотря на распоряжение
Правительства
Москвы. |
On November 8, 1999, our
community petitioned the Committee of Communication with
Religious Organizations. The chairman of the Committee
Merkulov
personally supported our request and petitioned the
Government of
Moscow. There was an Assignment from the Government of
Moscow (No.
1914438/0 on Oct. 25, 2000). It was coordinated with
the South District of Moscow, and two parcels were
allocated — 28
Kaspiiskoi Street and
31 Bakinskoi Street [see map #1, #2 ].
But the
regional
administration, ostensibly collected
signatures of
residents — the wishes of the neighborhood — and twice
denied the
request of our Community of SCM to build a church (prayer
house),
despite the order from the Government of Moscow. |

общины обратилось с письмом, обращенным к мэру г. Москвы
Ю.М. Лужкову и
Шанцеву В.П., где заявило, что распоряжение Мэра не
выполняется. |
After that the leaders
[Elders]
of our
community petitioned with a letter addressed to the Mayor
of Moscow
Luzhkov and Shantsev in which it was declared that the
order of
the Mayor is not carried out. |

Лужков трижды ставил наши
документы на "КОНТРОЛЬ", "ОСОБЫЙ КОНТРОЛЬ", "ВНУТРЕННИЙ
КОНТРОЛЬ".
Также брали на "ОСОБЫЙ КОНТРОЛЬ" вопрос о выделении нам
земельного
участка вице-мэр В. П. Шанцев и руководитель аппарата мэра
и
Правительства Москвы В. А. Коробченко. |
Luzhkov put our documents
on "ATTENTION", on "SPECIAL ATTENTION", and on "INTERNAL
ATTENTION"
three
times. The Vice-Mayor Shantsev and the Head of the Mayor's
Cabinet and
the Government of Moscow Korobchenko also put our problem
of land
allocation on "SPECIAL ATTENTION". |

ЮАО г. Москвы
П.П. Бирюков отписывал Ю.М. Лужкову: "Прошу снять с
контроля, так как
вопрос выделения участка под строительство Молитвенного
дома решен". И
действительно, 12.09.2002 г. Земельная комиссия ЮАО
приняла решение
"согласиться на разработку ИРД [Исходно-разрешительная
документация] под строительство Молитвенного
Дома
Общине ДХМ по адресу: ул. Макеевская вл. 3". По указанному
адресу
находится ветлечебница*
в
старом деревянном доме 1949 года постройки. *[Красногвардейская
участковая
ветеринарная лечебница] |
The South District Administrator of Moscow Biriukov wrote two times to Luzhkov: "I ask to remove it from ATTENTION because the problem of allocating a site to build a church (prayer house) is solved". And in fact, on September 12, 2002 the Land Commission of the South District has decided "to agree with the building permit/proposal [IRD: initially-allowing documentation] to let the Community of SCM build a Church (Prayer House) at the address: 3 Makeevskaia Street" [see map #3]. There is a veterinary clinic* located at this address in an old wooden house built in 1949. *[The Local Red Guard Veterinary Clinic] | |||

резервирование
земельного участка в размере 0,3 га по ул. Макеевская, вл.

января было решение Москомзема о резервировании земельного
участка в
размере 0,3 га, находящегося по адресу: ул. Макеевская,
вл. 3, под
строительство Молитвенного дома Общине Духовных
Христиан-молокан г.

Then on November 4, 2004
the
same
commission of the South District made a decision "to agree
to reserve
0.3 hectares [32,292
ft2, 0.74 acre] of
land at 3 Makeevskaia Street" [see
map #3]. On January
14, the Moscow
Land Committee
(Moskomzem)
decided to reserve
0.3 hectares [32,292
ft2, 0.74 acre] of
land at 3
Makeevskaia Street to build a Church (Prayer House) for
the Community
of Spiritual Christian Molokans of Moscow. |

религиозной
организации
начало разрабатывать "Проектное предложение". Это
"Проектное предложение" впоследствии было утверждено во
всех инстанциях
и представлено на регламентную комиссию. На оформление
"Предпроектных
предложений" община израсходовала около 150 тысяч рублей. |
The leaders (Elders) of the religious organization [prestol] began to develop a "Design Proposal". This "Design Proposal" was subsequently authorized in all instances and submitted to the procedural commission. The Community has spent about 150 thousand rubles* for registering the "Pre-Design Proposal". *[US$5,000 — about 1-year average wage in Moscow, but 2-year average wage for Russia. Compare to $40,000 in US labor-value.] | |||

вдруг,
как гром среди ясного
неба, из Префектуры руководству Общины ДХМ сообщили, что
уважаемый Ю.М.
Лужков, принимая новую ветлечебницу, построенную по ул.
Каспийская 40,
проводит выездное совещание и распоряжается о передаче
здания старой
ветлечебнице клубу любителей животных "Юный зоотехник"
(Протокол
выездного совещания от 12.02.2005 г. №11-ВС). А если
господин Лужков
забирает этот старый аварийный дом, то, следовательно,
"согласно статье
652 Гражданского Кодекса, к арендатору здания переходит на
срок аренды
право пользования той частью земельного участка, которая
занята зданием
и необходима для его эксплуатации". Следовательно,
господин мэр просто
отбирает у общины духовных христиан-молокан участок,
которого община
ожидала 6 лет! |
And suddenly, as a bolt [of lightning]
from the
blue [sky],
the District
Administration informed the Leaders [Elders] of the
Community of SCM [prestol]
that
during the dedication ceremony of a new veterinary clinic
built at 40
Caspian Street, the respectful [Mayor] Luzhkov held a
exit-meeting and
ordered to transfer the old veterinary clinic building to
a club of
fans of animals, the "Young Livestock Specialist" (Minutes
of this
exit-meeting, February 12, 2005, No. 11-VS). And if Mr.
Luzhkov takes
away this dilapidated building then, "according to rule
652 of the
Civil Code, to
the tenant of a building goes the right to use
the land under the building and any land which is
necessary for its
operation". So, Mr. Mayor simply takes away land from the
Community of
Spiritual Christian Molokans that they waited to get for 6
years! |

можно
так бесцеремонно
обижать религиозную организацию? Руководство Общины ДХМ
трижды
обращалось к мэру Москвы с просьбой изменить решение о
передаче здания
и отменить протокол выездного совещания от 12.02.2005 г.,
но уважаемый
мэр отписывает в префектуру, а префектура ссылается на
вышеуказанный
протокол выездного совещания. Круг бюрократии замкнулся!! |
How it is possible to so
inconsiderately offend a religious organization? The
Leaders [Elders]
of the Community of SCM [prestol]
petitioned three times to the Mayor of Moscow to change
the decision to
transfer the building and to cancel the
minutes of the exit-meeting held on February 12, 2005. But
the
respectable Mayor dismissed the matter to the District
Administration, and the District Administration refers to
the
above-stated minutes of the exit-meeting. This is a
vicious circle of
bureaucracy!! |

Единого
заказчика по
эксплуатации жилищного фонда ЮАО ГУП г. Москвы определило
вышеупомянутое строение как аварийное. Состояние несущих
конструкций
аварийное; производство капитального ремонта
нецелесообразно, так как
составляет 96 стоимости строительства. |
The directors of the
Planning
Commission for available housing in the South District of
Moscow had
zoned the above mentioned structure
as dilapidated. The condition of the building frame is so
dilapidated
that fixing it is senseless because a major rehab would
cost 96% of
it's replacement price [new
construction cost]. |

ветхого здания
бывшей ветеринарной лечебницы и постройку на его месте
молитвенного
дома. |
In the "Pre-Design
Proposal"
for a church (Prayer house), it was authorized to demolish
the shabby
building of the former veterinary clinic and to construct
a church
(prayer house) in its place. |

ДХМ
выставляла
одну-единственную просьбу: поближе к метро и станциям
электрички, чтобы
проявить уважение к старшему поколению, участникам и
ветеранам Великой
отечественной войны, инвалидам и беженцам. Эти люди лишь
хотели иметь
возможность прийти в свой Дом молитвы помолиться Богу, а
господин мэр
лишает их этой возможности, попирает права верующих и
отдает
предпочтение "Юному зоотехнику", то есть собакам и кошкам!
Он же
построил две новые ветлечебницы по ул. Каспийской 40 по
ул.
Авиамоторная, израсходовав около 150 миллионов рублей.
Неужели там, в
этих трехэтажных зданиях, нет места "Юному зоотехнику"? |
The Community of SCM just
had
one request for the site: it should be closer to the
subway (METRO) and
electric train stations [electrichki]
to
show respect for the elder generation, veterans of
World War II, the disabled [invalids] and refugees. These
people only
wanted to
have an opportunity to come to church (prayer house) to
pray to God.
But Mr. Mayor deprives them of this opportunity, violating
the rights
of the believers and prefers the "Young Livestock
Specialist ", that is
dogs and cats! He (the Mayor) has built two new veterinary
clinics at
40 Caspian Street, and at Aviamotornaia Street spending
about 150
million rubles [US$50,000].
Is there no place in those three-storied buildings for the
"Young
Livestock Specialist"? |

можно? Ведь Ю.М.
Лужков трижды подписывал наши бумаги и ставил их на
контроль. Эти
резолюции вселяли в нас полную уверенность, что вопрос
выделения нам
участка обязательно решится. |
How is this possible? In
fact
[Mayor] Luzhkov signed our papers three times and put them
to
ATTENTION.
These resolutions gave us full confidence that the problem
of
land allocation to us would be solved for sure. |

2000. I ask
you to work on various realistic solutions, coordinate
with the
Community [of Molokans], and to report back to me. Due on
March 20,
2002" |

руководителям такого
ранга разбрасывать свои подписи и заверения, которые не
выполняются?
Говоря кратко, власти нас просто обманули — нас, верующих,
которые
голосовали и молились за них! |
How it is possible for
leaders
of
such rank to sign things haphazardly, and make assurances
which are not
carried out? In short, the authorities have simply
deceived
us, the religious people who voted and prayed for them! |

даешься: 200 лет назад три
неграмотных мужика из тамбовской и воронежской губерний —
Мотылев,
Лосев и Журавцев — с прошением, которое составил сын
священника Семен
Уклеин, пошли в Санкт-Петербург к царю, Императору Всея
Руси Александру
I и 12 июля 1805 года передали Прошение. Император их
принял, выслушал,
собрал Сенат и 22 июля 1805 года издал указ "О свободе
вероисповедания
молокан и духоборцев", то есть всего за 10 дней решил
конституционно-важный вопрос. |
Just wonder how 200 years
ago,
three
illiterate peasants from Tambov and Voronezh provinces —
Motylev,
Losev and Zhuravtsev — with a petition written by the son
of our presbyter Simeon Uklein, went to Saint Petersburg
to the Tsar,
Emperor of All Russia, Alexander I. And on July 12, 1805
they submitted
the Petition. The Emperor agreed to meet them, listened to
them,
then called the Senate, and on July 22, 1805 issued a
decree "About a
freedom of worship for Molokans and Dukhobors". In just 10
days an
important constitutional problem was solved. |

попробуйте сейчас попасть на
прием к префекту ЮАО! Трижды руководство общины молокан
пытались
попасть, а секретарь так и отвечает: "Я поговорю с Петром
Павловичем,
доложу ему, если разрешит вас принять, я позвоню". А к
господину
Лужкову Ю.М., как нам объяснили, "практически невозможно"
— кругом
тройная милицейская охрана. Вот как охраняют слуг народа
от народа! |
And now try to get an
appointment with the Administrator of the South District!
The Leaders
[Elders] of the Community of Molokans [prestol]
tried to
get an appointment three times, but the Secretary answers:
"I will talk
to Peter
Pavlovich [Biriukov], I will report to him and if he
agrees to see you,
I will call you". And it was explained to us that it is
almost
impossible to get an appointment with Mr. Luzhkov, because
there is
triple-police security. This is how the servants of the
people are
protected from the people! |

Кочубеевка с 22 по 27 июля этого года будет проходить
Съезд
представителей молоканства со всего мира — Праздник,
посвященный
200-летию издания Императором Александром I Указа "О
свободе
вероисповедания духовных христиан-молокан и духоборцев".
Будут
представители из Австралии, Америки, Канады, а также из
всех бывших
союзных республик, из всех регионах России. Представители
Московской
общины ДХМ также будут на этом Съезде. Что же мы скажем
всем
представителям молокан со всего мира? Что Мэр Москвы
Лужков Ю.М.
отобрал участок у любителей Бога нашего Иисуса Христа и
отдал его
любителям собак и кошек? Что господин мэр не заботится о
духовном
возрождении народа, что он отобрал у верующих возможность
построить
молитвенный дом и работать вместе с подрастающим
поколением для его
духовного возрождения: спасая его от нравственного
разложения,
алкоголизма и наркотиков? |
In the village of
Kochubeevka,
Stavropol province, from July 22 to 27 of this year, a
Convention of
Molokan representatives from around the world will be
held. It is a
celebration devoted to the 200th-anniversary of Emperor
Alexander I
issuing the Decree "About freedom of worship for Spiritual
Christian
Molokans
and Dukhobors". There will be representatives from
Australia,
America, Canada, and also from all the former union
republics, from all
regions of Russia. Representatives of the Moscow Community
of SCM
also will be at this Convention. What shall we tell all the Molokan representatives from around the world? That the Mayor of Moscow Luzhkov took land away from lovers of the God of our Christ Jesus and gave it to lovers of dogs and cats? That Mr. Mayor does not care for the spiritual revival of people, and that he has taken away from religious people an opportunity to build a church (prayer house) and to work together with an up-coming [young] generation for their spiritual revival: rescuing them from moral decay, alcoholism and drugs? |

строительства молитвенного дома, но уважаемый Ю.М. Лужков
своим
протоколом от 12.02.2005 г. выездного совещания загубил
все наши
надежды. Нарушены конституционные права верующих, общине
нанесен
моральный и материальный ущерб. |

Moscow have petitioned the South District of Moscow to
transfer an old
house, formerly a veterinary clinic at the address: 3
Makeevskaia
Street, to the Moscow
Community of SCM to use prior to the start of construction
of a
